This course is restricted to Political Science juniors and Political Science seniors and graduate students. Subnational governments (states and localities) play a key role in American democracy. This course evaluates how these governments function as laboratories of political and policy experimentation. By comparing state and local political institutions across time and space (region), students will gain a deeper understanding of the challenges and opportunities facing federalist governments. Finally, we will pay particular attention to how subnational governments raise revenue, allocate resources, and provide key public services like education, public safety, and housing.
